Elefante Consulting LLC assists nonprofit organizations, government entities, and mission-oriented for-profit organizations navigate New Markets Tax Credit (NMTC) and other complex real estate transactions. We have over 20 years of experience working on legal and policy issues in the community development and affordable housing spaces, including NMTC transactions. We assist clients in accessing capital, structuring and closing real estate transactions that provide vital community benefits. We also provide assistance with nonprofit governance and corporate issues.
Luis A. Rodriguez
Luis A. Rodriguez is the founder of Elefante Consulting LLC. He has for over 20 years worked in the area of community economic development and affordable housing as an attorney, policy advisor and professor. Mr. Rodriguez has a personal passion of wanting to help improve low-income communities of color based on his lived experience. Mr. Rodriguez has worked in rural and urban areas on complex real estate transactions. A graduate of the UCLA School of Law, Mr. Rodriguez worked as an attorney on economic development and affordable housing issues and transactions for both the Legal Aid Foundation of Los Angeles once out of law school and then for 15 years with the law firm of Goldfarb & Lipman LLP. While at Goldfarb & Lipman LLP, Mr. Rodriguez became a leader in the New Markets Tax Credit sector working with nonprofits, public entities and for-profit organizations as counsel for developers, lenders and community development entities. Feeling the need to work on policy issues during the Summer of 2020, Mr. Rodriguez transitioned to work as a senior advisor in the Biden-Harris administration within the Office of Community Economic Development in the Treasury Department to assist with Covid-19 economic recovery efforts. He has also taught courses at Berkeley Law and UC Law SF (formerly Hastings) on Community Economic Development issues. With a variety of experiences and professional networks, he is able to successfully support your community-based goals.
Examples of Work
As an attorney and leader in the New Markets Tax Credit community, he has worked on childcare facilities, federal qualified health clinics, charter schools, youth centers, recreational facilities, nonprofit business parks, museums, assisted living facilities, manufacturing facilities, supermarkets, mixed use developments, shopping centers, nonprofit office buildings, movie theaters and food pantries. In the affordable housing area, Mr. Rodriguez worked on single family housing, multi-family housing, public housing, farmworker housing and cooperative housing. He represented nonprofit developers and government entities as developer counsel and lender counsel on numerous real estate transactions.
